Coinbase International Exchange users who provide significant liquidity are eligible for additional incentives. Users will be placed into fee tiers based on their previous month percent of total volume and/or USDC balances. The exchange will evaluate the tiers on a monthly basis. Higher rate limits may be provided to Tier 1 clients of the Liquidity Program in accordance with the restrictions of the exchange.
Please note that users who trade through certain third-party platforms may not be eligible for our Liquidity Program fee tiers, which are intended for users trading directly on Coinbase International Exchange.

Rebates are paid out daily. Organizations that have a negative maker fee will be charged a default 0bps fee at the time of the trade, and be rebated daily at 0:00 UTC
The % volume calculation in a month is an individual organizations total volume in the month / the total double sided volume on the exchange in the month.
The average of hourly USDC balance snapshots from the month. Pending orders and unrealized P&L is not included in the balance calculation.
Fees are applied at the beginning of each month and remain in effect through the end of the month.
